Hi Felicia,
I was trying to say that even when there are so many pressing issues, governments will neutralize us voters’ concerns by promising money in our pockets in the budget – avoiding the hard decisions to be visionary and invest in a better future.
I hope that makes sense and helps explain the cartoon.
